According to the input received, Chief Minister Omar Abdullah is expected to hold talks with key stakeholders, while the government is ready to give priority to electoral guarantees in the next budget.

According to official sources, the budget session of the Jammu and Kashmir Assembly has been proposed to start on March 3 – the first annual budget is offered for the region in six years.

The proposal to summon the meeting was recently approved at a cabinet meeting and sent to Lieutenant Governor Manoj Sinha. After consultation with the Business Advisory Committee, the final term of the meeting will be determined instead of the Speaker of the Assembly, Abdul Rahim.

For the first time as Finance Minister, Chief Minister Omar Abdullah will present the state budget in the Assembly.

As Chief Minister, in his previous regime, Abdullah overseed the house, general administration and other departments but did not take direct finance. The budget should be approved before March 31, and while the central areas usually have fewer budget sessions compared to states, the session may extend for several weeks.

Currently, the Jammu and Kashmir government is comprised of six ministers, including the Chief Minister. The Business Advisory Committee will decide to allocate time for key legislative activities, including: Thanks to the Lieutenant Governor’s address, discussing the budget and grant of various ministries, debate on private members’ resolutions and bills, and others. Government business discusses .

The last budget as a state for Jammu and Kashmir was presented in January 2018 by the then Finance Minister Dr. Haseeb Derbo, worth Rs 80,313 crore for fiscal year 2018-19. However, after the dissolution of the Assembly in June 2018, the State Administrative Council (SAC) adopted a budget of 88,911 crore for the financial year 2019-20.

From 2020-21 to 2024-25, in the absence of an elected assembly, the budget was presented and approved in Parliament. The budget of 2024-25, which was approved by Parliament, was Rs 1,18,728 crore, which increased a slight increase by a budget of Rs 1,18,500 crore of 2023-24.

It is expected that the government, led by Omar Abdullah, will focus on the fulfillment of election promises, including:

200 units of free electricity for eligible households

5,000 rupees per month for economically weak women

12 Free LPG cylinders per year

The distribution of extended rations

Job creation (3 million government jobs)

Promoting agriculture and gardening

Promoting tourism and industrial growth

It is likely that these guarantees will be key priorities in the budget, and the distribution of NC will ensure their participation in their government spending projects.

According to sources, Chief Minister Omar Abdullah has requested the central government at a recent meeting with the Union Finance Minister and other Union Ministers. If approved, this package can be included under a particular budget component.

In addition, the Treasury Department of Jammu and Kashmir has directed the administrative secretaries to reduce unnecessary spending while preparing budget proposals. The move is aimed at preventing useless government spending and promoting financial discipline. (KNO)
